National Oceanographic and Maritime Institute (NOAMI)

Workplace Policy | NOAMI

Governance & Leadership

NOAMI is governed by a Board of Governors (BoG) comprising 17 elected members and various ex-officio members from government scientific bodies. The institute adheres to strict administrative transparency as mandated by the BoG resolutions.

Key Protocol: All major administrative decisions, including the appointment of the Executive Director and financial signatories, are ratified through formal Board Resolutions to ensure institutional accountability.

Financial Integrity

To maintain the highest standards of financial transparency with our donation funds and project grants, NOAMI implements a rigorous check-and-balance system.

Joint Signatory Mandate
All institutional bank accounts (e.g., "NOAMI Donation Fund" at Janata Bank PLC) are operated strictly under a **Joint Signatory** system, typically requiring the signature of both the Chairman and the Treasurer.
Asset Management
Investments such as Savings Certificates (Sanchayapatra) and Fixed Deposits (FDR) are managed transparently. Any changes to asset allocation require a special meeting and board approval to prevent individual holding of institutional assets.

Operational Hours

NOAMI operates on a standard professional schedule while offering flexibility for academic training programs.

  • Office Hours: 9:00 AM – 5:00 PM
  • Work Days: Sunday to Thursday
  • Hybrid Operations: Training courses and board meetings are frequently conducted via **Zoom/Hybrid mode** to accommodate international researchers and remote members.

Inclusivity & Code of Conduct

Aligned with our UNESCO affiliation, NOAMI is committed to fostering a diverse and safe environment for all staff, volunteers, and students.

Gender Equality (GEM 2)

We implement Gender Mainstreaming in all projects. For training programs and citizen science volunteers, we mandate a target of 50% female participation to ensure women are represented in ocean sciences.

Youth Engagement

We prioritize Youth-Led Action. NOAMI actively recruits research interns and empowers young "Ocean Sentinels" to lead data collection initiatives in coastal areas.

Research & Fieldwork Protocols

As a scientific institute, adherence to rigorous data integrity and safety standards is mandatory for all Research Assistants and volunteers.

  • Scientific Integrity: All data collected (via CTD, Algal Torch, or Satellite) must undergo validation. Fabrication of data is grounds for immediate termination.
  • Field Safety: During expeditions to St. Martin’s Island or Cox’s Bazar, all personnel must adhere to safety protocols regarding vessel operation and weather warnings.
  • Government Compliance: All financial expenditures for research (Travel Allowances/DA) must align with Government of Bangladesh financial rules.
